It will be the duty of the Director, in collaboration with

the other Departments concerned, to frame a nutritional policy for

the Colony. Early consideration should be given to the question

of prohibiting the importation, for consumption in the Colony, of

highly milled rice.

1. Quarantine.

In view of the very close relations, commercial and otherwise,

which exist between Hong Kong, Canton and Macao and the difficulties

of taking effective quarantine measures without detrimental effects

on commercial and political relationships, efforts should be made to

conclude agreements with the Health Authorities in Canton and Macao

for the institution of reciprocal measures to prevent the spread

of disease.

12 Immigration.

The Director of Medical Services should co-operate with other
